Documents describe intent and data records outcomes, but neither can be evaluated directly; intelligence requires executable structure, not interpretation.
This Part advances the argument for Model-Based Cognition™ by drawing a line that is easy to blur in industrial enterprises: information can be stored and transmitted, but intelligence must be able to reason, adapt, and act in context. When that line is blurred, organizations keep investing in better information flows while expecting the behavior of intelligence.
In engineering, manufacturing, and energy, that mismatch shows up as recurring mistakes, turnbacks, and late-stage friction. Not because teams are careless, but because the governing intent that should control outcomes is not represented in a form that can be evaluated consistently across handoffs.
Documents are passive, and passivity forces interpretation
Documents remain the dominant carrier of intent in these industries. Requirements are captured in specifications. Standards are published as text. Work instructions and test procedures are written for people. These artifacts matter, but they behave in a specific way: a document contains meaning only when a human interprets it.
Interpretation is not a defect in the reader. It is a property of the medium. Every interpretation depends on context, experience, incentives, and timing. The same sentence can be applied differently by different teams, in different tools, and at different lifecycle stages. Engineering reads a standard during design. Manufacturing reads it to plan a process. Quality reads it to verify outcomes after execution. The document is the same. The local context is not.
This is why document-centric environments tend to accumulate divergence even when everyone is acting in good faith. The organization does not carry intent forward as a stable, evaluable structure. It carries prose, then asks each team to reconstruct the logic inside it. That reconstruction becomes a recurring source of variability.
When organizations describe inconsistent reuse of standards, or difficulty maintaining a single durable source of truth, they are often describing the consequences of this passivity. Text can be copied, referenced, and redistributed. It cannot preserve intent with fidelity across changing conditions without being reinterpreted.
Data records outcomes, not intent
Data is the other major pillar of enterprise knowledge. It captures what happened: measured values, states, transactions, and outcomes. It is essential for visibility and control. Yet it also has a structural limitation: it rarely contains why an outcome occurred, which constraints governed the decision, or how trade-offs were resolved.
This is why data, even when abundant, remains descriptive. It can report outcomes. It can support analysis. It can train models that detect patterns and correlations. But it cannot, on its own, direct decisions with accountability because the governing intent is not encoded in the data itself. Meaning must be inferred after the fact, either by analysts or by statistical models trained on historical behavior.
In complex adaptive enterprises, this becomes a practical constraint. If the enterprise wants to prevent divergence rather than document it, intent must be present at the point of decision. If intent is only recoverable from text or only inferable from historical outcomes, then the system can react, but it cannot reliably guide.
Translation is where drift enters the system
When documents and data are treated as the substrate of intelligence, translation becomes the hidden work that keeps the enterprise running.
Engineering translates standards and requirements into design choices and local rules. Manufacturing translates those choices into plans, work instructions, and tool configurations. Quality and compliance translate outcomes back into evidence against the original text. Each translation is necessary, but each translation is also an opportunity for drift.
This is not only slow. It is structurally inconsistent. Two teams can follow the same document and arrive at different implementations, both defensible locally, yet misaligned systemically. The organization then uses reviews, audits, and reconciliation meetings to realign after the fact. The system becomes reactive by construction.
Over time, translation cost becomes visible as recurring mistakes, rework, and process friction. It also becomes visible as governance load. More checklists. More sign-offs. More effort spent proving compliance rather than preventing nonconformance.
Why AI amplifies this problem when the substrate stays the same
When AI is deployed on top of document-centric knowledge, it is often asked to infer intent that was never explicitly encoded. When AI is deployed on top of data-centric systems, it is often asked to produce guidance without access to the authoritative constraints that should govern the decision.
In both cases, the system is being asked to reason over a substrate that is not designed for reasoning. Documents require interpretation. Data requires inference of intent. If AI is applied without changing how intent is represented, the result is predictable: automation accelerates work, but it can also accelerate divergence because the governing logic remains fragmented.
This is the point where many industrial AI programs stall. Organizations do not fail to deploy tools. They struggle to establish a shared, authoritative substrate for reasoning that persists across teams, tools, and time. Without that substrate, AI can be useful in local tasks, but it cannot provide continuity of intent across the lifecycle.
What intelligence requires instead
The argument so far leads to a requirement for the enterprise itself.
If intelligence is expected to be explainable, traceable, and durable in complex adaptive systems, then the governing intent has to exist in a form that machines can evaluate directly, not only interpret indirectly. That means the logic embedded in standards, requirements, constraints, and decision rules must be represented explicitly, in a structure that can be applied consistently across contexts.
This shift does not eliminate documents or data. It changes their role. Documents remain useful for communication, contracts, and explanation. Data remains essential for measurement and feedback. But the authoritative substrate for decision-making becomes executable logic, not prose that must be retranslated at every handoff and not historical outcomes that must be mined for intent.
